Il protagonista , il poliziotto Frank Leo, è ispirato in parte alla figura dello stesso Bromell, autore della serie . Racconta il duplice impegno quotidiano di Leo sia sulle strade contro la criminalità, che dentro agli uffici contro la burocrazia per difendere i diritti dei suoi colleghi e contrastare la corruzione e i soprusi all’interno del corpo di polizia.
